In the morning of July 24, in Hanoi, the Japanese Embassy in Vietnam, JICA Vietnam Office, Department of International Cooperation (under the Ministry of Education and Training) coordinated with the Project 165 Executive Office (under the Central Committee Board of Organization) holding a farewell ceremony for 63 outstanding young officials who were admitted full scholarship from the Human Resource Development Scholarship Program for Vietnam (JDS) of the Course 19.
Attending were: Mr Mai Van Chinh, Member of the Party’s Central Committee, Deputy Head of the Central Organization Committee; Mr. Umeda Kunio, Japanese Extraordinary and Plenipotentiary Ambassador in Vietnam; Mr Le Hai An, Deputy Minister of Education and Training; Mr Konaka Tetsuo, JICA Representative in Vietnam, The Project 165 Executive Office, Japanese Embassy in Vietnam, JICA Vietnam Office, a number of related Japanese organizations in Vietnam, 63 students with the representative of the students and representatives of the Japan Alumni of Vietnam ( VAJA ).
Among the 63 JDS students of the 19 th course, there were 60 officers participating in the master course, 3 officers participating in the doctoral program at the top universities in Japan. 17 of 60 officers awarded master’s scholarships were selected through The Project 165 Executive Office and excelled in passing the JDS Program’s admission rounds.

Reportedly, the Human Resource Development Scholarship Program for Vietnam (JDS) uses the Japanese Government’s non-refundable aid implemented by Japan International Cooperation Agency (JICA) in 1999. In Vietnam, this program has been implemented since 2000 and as of July 2019, Vietnam has received 573 scholarships (excluding 63 scholarships mentioned here that will come to Japan to study in August 2019). The objective of the JDS Program for Vietnam is to support the training and human resource development activities of the Vietnamese Government and at the same time to expand and tighten the bilateral relations between Vietnam and Japan through supply to Vietnamese cadres, civil servants and officials with the master’s scholarship (2-year program) and doctoral fellowship (3-year program) at the leading Japanese universities. Many post-graduation officials have been recruited into important positions at the central and local agencies of Vietnam.

According to the proposal of senior leaders of the Party and the Government of Vietnam on administrative reform and strengthening human resource training, since 2017, the number of JDS scholarships for masters for Vietnam has increased double to 60 allotments. On July 1, 2019, in the scope of the G20 Summit held in Japan, the representatives of the two governments of Vietnam and Japan signed a diplomatic note on the Japanese Government continuing to provide the non-refundable aid for the Human Resource Development Scholarship Project (JDS) for Vietnam in 2019.

Receiving the invitation to attend the ceremony seeing off 63 students from JDS Vietnam, the Japan Alumni of Vietnam ( VAJA ) has appointed Associate Professor Phan Trung Nghia, Vice President and Secretary General and Dr. Nguyen Hoang Oanh, Vice Rector of Viet Nhat University and the member of VAJA Executive Board to attend. Previously on February 19, 2019 in Hanoi, Assoc. Leu Tho Bach from University of Civil Engineering and Assoc. Phan Trung Nghia from Hanoi University of Science and Technology also participated as the members of the Jury with the representatives of the Japanese Embassy and JICA interviewing the candidates of the program.
JDS is a full scholarship program including tuition, round-trip airfare, monthly living expenses and many other subsidies. In addition to learning activities at the school, the learner can also participate in extracurricular activities, cultural exchanges, meet and connect with officials working at the agencies of the Government of Japan and from other countries from which to learn and gain experience for management in Vietnam. After studying and training in Japan, the officials have been able to gather plenty of specialized knowledge as well as necessary management and leadership skills, which have been contributing positively to the socio-economic development of Vietnam and contribute to building and strengthening the bridge of friendly relations between the Government and people of Vietnam and Japan./.
