May 19th is coming – the day of Japan Alumni of Vietnam (JAV) Club held the first Congress and launched the ceremony, at the same time, also officially approved its Internal Rules of Operation. On this occasion, I would like to review the process of birth, establishment of JAV and the event that JAV became the official member of ASCOJA.
Derived from the actual situation, the number of siblings/students studying and researching in Japan, returned to home country more and more since the end of 2000. Mr. Nguyen Ngoc Binh, Mr. Ta Anh Thang, Mrs. Nghiem Viet Huong and some other people who have studied in Japan have conducted several meetings to discuss the activities and exchanges of this group. In the beginning of 2001, there were some other people: Mr. Nghiem Vu Khai, Mr. Hoang Van Nhan, Mrs. Nguyen Thi Bich Ha, Mrs. Nguyen Thi Viet Thanh … joined the group.
In March 2001, we sent Mr. Hoang Van Nhan to go for reporting at the Vietnam-Japan Friendship Association, to ask for opinions on the organization formation of the group. Under the guidance of the Friendship Association, we have established the establishment mobilization Board of the of Japan Alumni of Vietnam (JAV) Club including 30 people, Dr. Nghiem Vu Khai – Deputy Director of Foreign Affairs of the National Assembly Office was Chairman, Mr. Hoang Van Nhan – General Secretary of the Vietnam-Japan Friendship Association; Dr. Nguyen Ngoc Binh – Head of Software Engineering Department, Hanoi University of Science and Technology, was Deputy Chairman at that moment. After that, under the direction of the Vietnam Union of Friendship Organizations and Vietnam-Japan Friendship Association, the establishment mobilization Board has built the Internal Rules of operation of the club and asked the Japan-Vietnam Friendship Association for the congress organization.

With the consent of the Union and the Friendship Association, on May 19, 2001, JAV Club held the first Congress and launched the ceremony at the Friendship House – 105A Quan Thanh St., Ba Dinh, Hanoi. Attending the Congress and the launching ceremony of JAV there were nearly 70 Mr. and Mrs. of Japan Alumni of Vietnam who are living and working in localities nationwide and guests included representatives of the Party Central Committee’s External Relations Board, the Ministry of Foreign Affairs, the Vietnam Union of Friendship Organizations, the Vietnam-Japan Friendship Association, the Ambassador and some officers of the Embassy of Japan, Representatives of several organizations and companies of Japan.
The Congress approved the Internal Rules of Operation, Action Plan and elected the Management Board of JVA. According to the Internal Rules approved by the Congress, JAV is a collective member of the Vietnam-Japan Friendship Association, operating under the Charter of the Friendship Association and the Internal Rules of JAV.
On June 2, 2001, the Board of Directors held the first meeting to elect the Board included three people: Dr. Nghiem Vu Khai, Chairman and 2 Vice-Chairmen, Mr. Hoang Van Nhan and Dr. Nguyen Ngoc Binh. On June 15th, 2001, the Japan-Vietnam Friendship Association issued the Decision No. 156/QĐ Vietnam-Japan signed by Professor. Academician. Vu Tuyen Hoang – President of the Association, officially recognized the Board of Directors of JAV.
After a period of operation, allowed by the Board of Secretariat of the Party Central Committee (Announcement No. 6782-CV/ĐNTW, dated on 13/7/2005 of the Central Foreign Affairs Committee, with the introduction of the Embassy of Japan In Vietnam, the JAV Club did the procedure to apply for membership of the Association of Alumni of ASEAN Nations in Japan (ASCOJA). On 03/10/2006, ASCOJA Organization issued a decision to recognize JAV as an official member of ASCOJA since 1/4/2007.
